INSPECTION SERVICES — OMAN

Remote WPS/PQR document review and on-site source inspection for PDO supply chain and Oman petroleum projects. ASME, API 510, API 570, and PDO engineering specification compliance.

Oman’s Petroleum Sector and Third-Party Inspection

Petroleum Development Oman (PDO) — a joint venture with Shell holding the operator role — dominates Oman’s upstream oil and gas sector. PDO’s technical standards are derived from Shell’s global engineering specifications and are among the most rigorous operator requirements in the Gulf region. Equipment entering PDO facilities must be fabricated to ASME standards with welding qualified to ASME Section IX, and PDO engineering specifications (SP-series) overlay additional material, design, and inspection requirements.

Oman’s other petroleum operators — OmanOil, OQ (formerly Oman Oil/Orpic), and BP Khazzan — have similar requirements and contribute to the demand for third-party inspection of procured equipment.

For equipment sourced from international fabricators — India, Korea, UAE, China — source inspection at the fabrication site is the mechanism that verifies compliance before the equipment leaves the vendor’s shop. Norman QC provides that coverage: remote document review and targeted on-site hold point visits, with signed PDF reports delivered to the Oman client.

Key Facilities and Supply Chain

PROFAB (Premier Production Fabricators) in Oman holds ASME U, PP, and R stamps and serves as the primary domestic ASME-authorized fabricator for PDO supply chain requirements. For larger or more specialized equipment — thick-wall pressure vessels, alloy heat exchangers, complex piping assemblies — PDO projects source internationally from India, South Korea, UAE, and occasionally Europe. Source inspection for Oman projects is therefore commonly performed at fabrication locations outside Oman, with documentation delivered to the Oman project team.

How It Works

01

Document Review Against PDO Requirements

WPS/PQR, ITP, and MTR packages reviewed against ASME codes and applicable PDO specifications before fabrication begins.

02

On-Site Hold Point Visits

Focused visits at defined hold points at the fabrication facility, wherever it is located. Signed reports delivered to client.

03

Reports and Shipping Release

Pre-shipment inspection and shipping release. Complete documentation package for PDO project QC records.

FAQ

What are PDO's third-party inspection requirements?

Petroleum Development Oman (PDO) — the joint venture operated by Shell — requires equipment entering its facilities to be fabricated to ASME Section VIII (pressure vessels) and ASME B31.3 (piping), with welding qualified to ASME Section IX. PDO engineering specifications (SP-series) overlay additional requirements for specific equipment types and materials. Third-party inspection is required for equipment above specified risk thresholds; for internationally sourced equipment, source inspection at the fabrication facility is the standard QA mechanism.

How does NormanQC handle remote document review for PDO-specified equipment?

Documents — WPS/PQR packages, ITPs, material documentation — are submitted electronically by the fabricator or the client's procurement team. Norman QC reviews them against ASME Section IX (welding), the applicable ASME VIII division (vessel), and any PDO specifications referenced in the purchase order. Review comments are issued in writing within the agreed turnaround. Documents are approved before fabrication begins.

What is PROFAB and does NormanQC work there?

PROFAB (Premier Production Fabricators) is an Oman-based fabrication facility holding ASME U, PP, and R stamps. It is one of the few ASME-authorized fabricators located in Oman itself, serving both PDO's domestic requirements and export projects. Norman QC can coordinate source inspection at PROFAB's facility in Oman as well as at international vendor facilities supplying equipment for Oman projects.

Does NormanQC cover API 510 in-service inspection for Oman?

Yes. In addition to source inspection for new fabrication, Norman QC provides API 510-standard assessment for in-service pressure vessels. This covers external and internal inspection, corrosion and damage mechanism evaluation, remaining life assessment, and inspection interval recommendations — the same scope required by PDO and international operators for maintaining their registered pressure vessels.

Can NormanQC inspect equipment fabricated outside Oman for PDO projects?

Yes. PDO projects frequently procure equipment from Indian, Korean, and UAE fabricators. Norman QC performs source inspection at the fabrication location and delivers documentation aligned with PDO project requirements. The client receives the same signed PDF report package regardless of where the fabricator is located.
